En una olla de 4 cuartos de galón de capacidad, calienta el aceite a una temperatura superior a mediana-alta. Cocina la cebolla en el aceite hasta que esté suave, revolviendo constantemente. Revuelve con el arroz y cocínalo de 1 a 2 minutos, revolviendo, hasta que comience a tornarse dorado.

Con cuidado, revuelve con la mezcla de tomate. Cocina 1 minuto o hasta que la mezcla comience a burbujear. Revuelve con el caldo restante, las ramitas de perejil, los chiles y la sal.

Tapa y cocina a fuego medio, durante 15 minutos, revolviendo ocasionalmente. Añade los vegetales congelados y mézclalos; cocina todo 6 minutos, revolviendo de vez en cuando, hasta que los vegetales estén suaves y el líquido haya sido absorbido. Quita las ramitas de perejil.
